About LRR Risk Oversight
The LRR Risk Oversight Team is responsible for providing second line of defence oversight of the Laws, Rules and Regulation (“LRR”) Risk framework. by ensuring the correct implementation of the Laws, Rules and Regulations Risk Management Policy and associated Standard.
Overall purpose of role
The role holder will be responsible for supporting the Head of LRR Risk Oversight (“LRO”). This will include being responsible for the delivery of Compliance elements of the group wide program to enhance Barclays’ approach to managing Laws, Rules and Regulations applicable to the firm as well as managing the Compliance Risk profile of the Americas business operations. Key deliverables for Compliance include defining and overseeing the implementation of the Laws, Rules and Regulations Risk Management Policy and associated Standard, defining the second line oversight model for Laws, Rules and Regulations Risk and overseeing the mapping of laws, rules and regulations in line with Policies and Standards. The role will also be responsible for risk-based reporting to ensure the escalation and remediation of LRR Risk relating to Americas businesses and functions.
Key Accountabilities
· Engage with senior stakeholders to influence the appropriate design and implementation of the Americas and group-wide Compliance Risk Management Framework.
· Implementation of Compliance deliverables in the group wide program to enhance Barclays’ approach to managing Laws, Rules and Regulations, with a specific focus on those required for the Americas.
· Ensure the regional embedment of the Laws, Rules and Regulation Risk Management Policy and Standard and support on the global embedment.
· Provide any support needed to senior stakeholders to ensure the successful completion of actions in line with the program.
· Produce key artefacts and reports to showcase/ record Compliance deliverables.
· Proactively identify any challenges or blockers for delivery and work with stakeholders to effectively resolve these.
· Provide Leadership to the junior members of the US LRO team and management of team members.
· Act as second line oversight of LRR Risk for Americas businesses and functions,
· Act as a point of escalation for LRR Risks and engage in the resolution of disputes.
Stakeholder Management and Leadership
Role holder needs to be able to interact effectively and with credibility with a broad range of senior stakeholders across all lines of defence and able to resolve any conflicts or other blockers to success. Role holder needs to be able to manage internal stakeholders, and ensure expectations are clearly outlined and are delivered. The role holder needs to be a clear and succinct communicator with excellent translational skills to impart complex matters to a broad audience. They will have the ability to lead and use their initiative to shape the approach in the aspects of the programme that are assigned to them, along with their influence to ensure appropriate outcomes. Whilst primarily focused on the Americas, role holders must proactively engage global counterparts on the effective management of Compliance Risk
Decision-making and Problem Solving
The role holder will be expected to autonomously across a number of complex initiatives and needs to be adaptable in their approach. They will be an effective delegator and capable of making complex decisions with a commercial mindset aligned to a risk tolerance for breach of Americas Laws, Rules and Regulations. This programme is high-profile, and the output will be designed in the course of the programme so it may be challenging for the role holder to envisage from the outset, as such, the role holder will need to be change-orientated. For example, the programme may need to develop or enhance systems or processes that are well embedded in Barclays.
The role holder needs to be comfortable taking ownership, working through problems independently, and making and explaining their decisions. The role holder should be able to adapt to changes in approach and timelines.
Risk and Control Objective
Ensure that all activities and duties are carried out in full compliance with regulatory requirements, Enterprise Wide Risk Management Framework and internal Barclays Policies and Policy Standards.
Person Specification
Essential Skills/Basic Qualifications:
· Expert knowledge and understanding of Americas regulatory environment and the key Laws, Rules and Regulation that apply to Barclays operations in the region.
· Extensive experience operating a Control Framework and/or driving material change initiatives
· Extensive experience working in Legal, Compliance or a similar Controls Function with vast check and challenge capabilities.
· Proficient in Microsoft PowerPoint, Word and Excel and experience taking minutes, tracking actions, coordinating meetings and forums
