Job Description

The Enterprise Change Management Office (ECMO) Program Manager (Senior Lead) is a senior-level position responsible for the overall strategic execution activities of the ECMO. Experience building or operating a governance function, and working within Citi’s risk and control environment is necessary. A good understanding of the strategic, tactical, and cultural elements of change management is necessary preferred. The role will require Additionally, the ability to position and assimilate ECMO solutions within a regulated, risk management environment is helpful. Requires thorough understanding of strategic direction of the ECMO as it enables change impact and capability development within the relevant units and across Citi. Excellent communication and relationship skills required in order to influence internally, often at a senior level. Responsible for contributing to the design of a governance model and processes, and supporting consistent execution of the functional strategy in within targeted areas as part of a federated model. Accountable for tracking and reporting change management outcomes, accomplishments, progress, and capability. With the growth of the ECMO, responsibilities to include management of people, team performance, budget and planning. Typically, a direct report to a C16 role and function as an integral member of the functional leadership team within a country/site location, job family, or line of business.

Responsibilities:
• Supports planning, directing and coordination of day-to-day activities of running a program or portfolio of programs.
• Manages the pipeline of ECMO support efforts
• Contributes to the design of the change management governance model and processes
• Manages a functional area by applying a broad and comprehensive understanding in multiple functional areas as well as underlying business principles.
• Identifies, nurtures, and manages stakeholder relationships within businesses and functions supported by the ECMO
• Leads the facilitation, coordination, and arbitration of cross-functional macro level topics within the ECMO and across related programs.
• Leads the identification and resolution of issues, including those outside established programs of work.
• Works with stakeholders to ensure program business case and scope enables outcomes aligned with agreed upon goals
• Provide oversight of the relevant reporting processes (e.g., business critical milestones) to ensure quality, efficiency and accuracy
• Drives adherence to program processes, procedures, methods, and standards for program delivery and leverage across the program.
• Assists program team in negotiating for resources owned by other departments in order ensure the program is completed within stated timelines.
• Directs the communication of status, issue, and risk disposition to all stakeholders, including senior management, on a timely basis.
• Directs the identification of risks which impact program delivery and ensure mitigation strategies are developed and executed when necessary.
• Manages direct report(s) and evaluates performance and makes recommendations for pay increases, promotion etc.
• Gather and interpret change initiative health check data and support the development of aligned risk mitigation plans
• Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm’s reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards.

Qualifications:
• 15+ years of experience, including 8-10+ years’ managerial experience
• Demonstrate a consistent track record having worked as a Program or Project Manager, Lead, PMO or department head, managing teams and large, strategic cross-functional programs/projects
• Previous program/project management, consulting, technology and/or management experience with a track record of success
• Previous experience operating or building a governance function and operating risk and control processes in a regulated environment
• Management experience, preferably in a financial services role
• Good negotiation, influencing and stakeholder management skills
• Interest in acquiring Knowledge of change management (preference for formal experience or training in CM)
• Demonstrated ability to manage a team
• Proven ability to problem-solve and work in high-pressure and ambiguous environments
• Consistently demonstrate excellent interpersonal relationships and ability to influence via clear and concise written and verbal communication
• PMP/ equivalent Project Management certification and/or MBA a plus

Education:
• Bachelor’s/University degree or equivalent experience, potentially Masters degree and managerial experience
